Re-Value Monitoring & Evaluation Model (second intermediate version)

This report outlines the second intermediate version of the project’s Monitoring and Evaluation (M&E) Framework. It defines and operationalises Key Performance Indicators (KPIs) to track project results, outcomes, and long-term impacts, while providing a feedback mechanism to inform ongoing Re-Value activities. This iteration introduces City Journey Progress Reports to complement KPIs and clusters expected outcomes and impacts into four strategic pathways: Participatory Decision-Making & Inclusive Climate Neutrality, Data-Driven Co-Creation & Decision-Making, Participatory & Circular Value Creation & Collaboration, and Empowering European Cities.

Re-Value M&E Framework, Version 2 builds on previous work (D7.3) and is informed by implementation in Leading and Replication Cities, Innovation Cycles, and communication and dissemination efforts across the Re-Value ecosystem. It serves as the foundation for subsequent M&E reports, supporting a comprehensive understanding of the project’s contribution to climate-neutral urban transformation.
