Re-Value Monitoring & Evaluation Model (First Intermediate Version)

This report outlines the first intermediate version of the Monitoring and Evaluation (M&E) Framework for the Re-Value project. The M&E Framework defines and operationalises project-level Key Performance Indicators (KPIs) to monitor and document the project’s impacts across its activities, pilots, results, outcomes, and long-term effects. It also establishes clear roles and responsibilities for project partners. Additionally, the framework serves as a feedback mechanism to identify areas for improvement and inform ongoing project activities. The Monitoring and Evaluation (M&E) Framework is anchored in the impact pathways outlined in the Description of Action during the proposal phase.

The M&E Key Performance Indicators are designed to track progress across four key areas:

• Results: Deliverables to be achieved within the project’s duration.
• CDE Measures: Communication, dissemination, and exploitation activities aimed at sharing project results within and beyond the Re-Value cities ecosystem.
• Outcomes: Mid-term effects observed as a result of the dissemination of project results to target groups, particularly within Re-Value cities.
• Impacts: Long-term effects extending beyond the project’s boundaries, including societal transformations aligned with the project’s goals.

The M&E Framework will be refined annually through an iterative process, informed by its implementation in Leading Cities (WP2–WP5), learning and replication activities in Replication Cities and across all cities (WP6), the development of the Impact Model (WP1), and the outcomes of communication, dissemination, and advocacy efforts targeting other cities and communities (WP8 and WP9). This report represents a further advancement of the framework initially described in Re-Value M&E Model (initial version).

Additionally, the M&E Framework outlined in this deliverable will serve as the foundation for evaluations documented in subsequent M&E reports, such as D7.2: Re-Value M&E Report 1, D7.5: Re-Value M&E Report 2, and future iterations. These reports will be developed as part of Task 7.2: Monitoring and Documentation of Impact.
