Inclusiveness and Diversity Management Plan 3

This Plan is a sequel to the initial Inclusiveness and Diversity Management Plans 1 and 2 which set out Re-Value's overall approach and in which the project partners showcase concrete examples of the Re-Value cities’ work with inclusiveness and diversity. 

This report presents the third version of the Inclusiveness and Diversity Management Plan, marking a key milestone in Re-Value’s commitment to embedding inclusiveness and diversity as core principles of climate-neutral urban transformation. It fulfills the project’s commitment to developing a co-created Inclusiveness Protocol with cities and partners, ensuring accessibility, empowerment, and social equity across all actions. Building on earlier conceptual work, this deliverable introduces the first operational, living version of the Inclusiveness and Diversity Protocol. It integrates shared principles, practical pathways, and evaluation frameworks into actionable tools that guide pilot activities and support continuous refinement. The document consolidates a flexible, field-tested framework derived from the experiences of nine Re-Value cities, including glossaries, checklists, risk tables, and indicators to track inclusiveness across representation, accessibility, and equity of outcome.

The Protocol is designed as a living infrastructure that informs co-design and innovation across the project, influencing the development of Territorial Transformation Plans, capacity-building programmes, and impact monitoring. A final version, to be released in February 2026, will integrate feedback and exploitable results, providing a legacy framework for inclusive urban governance and just, climate-neutral transitions across Europe. Re-Value positions inclusion not as an accessory to innovation but as a foundation for legitimacy, usability, and lasting impact.
