Detailed Roadmap for the Waterfront Pilot in İzmir

This report outlines the City of İzmir’s engagement in the Re-Value Horizon Europe project, focusing on the Alsancak Waterfront Pilot. It presents how İzmir’s activities align with the Re-Value Impact Pathway across three innovation cycles—story-building, data-driven co-creation, and partnership building—highlighting the city’s contributions toward climate neutrality, public sector innovation, and urban sustainability. The pilot supports the İzmir Green City Action Plan, integrating strategic actions such as the creation of green corridors to enhance carbon capture. The Alsancak Waterfront, with its mixed-use character, cultural heritage, and exposure to climate risks, serves as a testbed for integrated, community-driven solutions. These include greening initiatives, microclimate mitigation strategies, and the co-design of public spaces that enhance inclusive and safe access. Cross-sectoral collaboration with the municipality, İzmir Planning Agency (IZPA), and the Mission City Action Lab ensures participatory, adaptive, and climate-resilient approaches. Insights from a Local Impact Model Workshop, including thematic scenarios such as “Cooling the City” and “Co-designing public spaces,” inform the city’s planning tools and adaptation strategies.  Looking ahead, İzmir will enter an intensive experimentation phase from mid-2025 to mid-2026, developing community-based narratives, testing climate-responsive urban design scenarios, and applying Digital Twin technologies informed by real-time urban data. Institutional partnerships will anchor implementation and funding efforts. These activities aim to advance climate neutrality while reflecting the principles of the New European Bauhaus—beauty, sustainability, and inclusion—and provide a blueprint for mainstreaming innovation in İzmir’s long-term urban transformation agenda.
